State → Region is the primary flow. The access preview is a local-only entitlement check; neither control geocodes, authenticates, or contacts billing.
October 2025 is outside the public current month.
The confirmed rule requires an account plus an active paid subscription for any non-current month. This local build has no sign-in, billing, price, cadence, trial, or refund terms connected.
